Rapid expansion in machinery and steel production combined with foreign investment in railways and coal production caused massive deficits.

Political unification is required before monetary union. The League of Nations financial committee was chaired by Albert to stabilize currencies. In 1925 the Belgian government created a Minister of Finance (AE Janssen). This appointment amalgamated the National Bank, Louvain University's economic department and Belgian government.
